For more than 25 years, Donna Christian-Lowe has worked alongside employers, schools, nonprofits, and community leaders across Hamilton County, the City of Chattanooga, and the surrounding region to create opportunity, strengthen communities, and help people succeed.


Workforce & Job Creation

  • Helped create 1,500+ jobs since 2016 across Hamilton County, Chattanooga, and the surrounding region, including 500 jobs through City of Chattanooga Youth & Family workforce partnerships.
  • Worked with major employers supporting Volkswagen manufacturing, including partnering with YAPP Automotive to ensure workforce readiness and staffing for gas tank production.
  • 25+ years of workforce and HR leadership, recruiting employees across healthcare, manufacturing, logistics, and business operations.

Executive & Small Business Workforce Leadership

  • National recruitment leadership with Aspen Dental Corporate, partnering with universities across the United States to recruit dentists and negotiate employment contracts.
  • Healthcare recruitment leadership with Life Care Centers of America, hiring nurses, physical therapists, occupational therapists, and speech pathologists during nationwide staffing shortages.
  • Nursing and healthcare recruitment leadership with USr/HCA, supporting the placement of allied health professionals and nurses during one of the most significant workforce shortages in the country.
  • Small business workforce leadership across Hamilton County and the surrounding region, working directly with local businesses to develop operational strategies, build workforce pipelines, and support long-term growth through full-cycle workforce development and execution.
  • Entrepreneurial leadership as a business owner, providing guidance on small business planning, operations, marketing, and media strategy to help businesses grow, scale, and compete in today’s economy.

Community Crisis Leadership

  • Helped lead community fundraising efforts for the Fallen Five families following the 2015 Chattanooga terrorist attack, serving with the Ooltewah-Collegedale Council of the Chattanooga Chamber of Commerce and participating in a private City Hall ceremony with City Mayor presenting donations to the families.
  • Helped organize and lead tornado disaster response efforts in the East Hamilton community, working directly with the principal, assistant principal, and leadership of East Hamilton High School and the Hamilton County Department of Education to establish a community relief hub at the school.
  • Coordinated a large-scale community response effort, mobilizing volunteers including teachers, administrators, students, and community members to distribute emergency supplies to affected families.
  • Oversaw distribution of hundreds of thousands of dollars in donated supplies and resources, including tools, cleaning kits, diapers, and gift cards to Home Depot and Lowe’s to help families begin rebuilding their homes.
  • Partnered with local emergency responders and service organizations, who delivered truckloads of disaster relief supplies to support the recovery effort.
  • Led and supported holiday community service efforts through Harrison Recreation Center, organizing and leading Toys for Tots participation, Christmas assistance programs, and community food drives to help ensure families in the community had meals and gifts during the holidays.

Youth Development & Mentorship

  • Board Chairman – Tennessee Youth Court, helping provide youth mentorship and second-chance accountability programs.
  • Board Chairman  – Harrison Bay Future Ready Center, helping develop media, Marketing, and workforce readiness programs for students.
  • Former Board President - ATD Chattanooga, 
  • Mentored young women through Girls Inc. and Distinguished Young Women.
  • Developed and expanded youth programs at Harrison Recreation Center, growing a small cheer program into one of the center’s largest youth programs.

Community Voice & Public Leadership

  • 10+ years of media leadership, using television and radio platforms to bring together small businesses, nonprofit leaders, educators, and community voices.
  • Vice President leadership with the Ooltewah-Collegedale Chamber Council, supporting small businesses and local economic growth.
  • Workforce advisory leadership with the City of Chattanooga Office of Workforce Development, helping connect employers with skilled workers.
